The only child of deaf Puerto Rican migrants, Dr. Andrés Torres grew up in New York City in a large, extended family that included several deaf aunts and uncles. In Signing in Puerto Rican: A Hearing Son and His Deaf Family, he opens a window into the little known culture of deaf Latinos chasing the American dream. Like many children of deaf adults (CODAS), Dr. Torres loved his parents deeply but also longed to be free from being their interpreter to the hearing world. Dr. Torres's story is unique in that his family communicated in three languages. The gatherings of his family reverberated with "deaf talk," in sign, Spanish, and English. What might have struck outsiders as a strange chaos of gestures and mixed spoken languages was just normal for his family. Dr. Torres's journey never took him too far from his deaf Puerto Rican family roots and the passion of arms, hands, and fingers filling the air with simultaneous translation and understanding.  Join us to hear more about his story in his own words.

Elected on November 2, 2004, Governor Aníbal Acevedo Viláwas the eighth Governor of the commonwealth of Puerto Rico, and the second youngest in the history of the island.  During his term his priorities included improving the economy of Puerto Rico; addressing government's fiscal crisis without firing civil servants or privatizing agencies; addressing issues of public safety, increasing the quality of public education and, improving better health services for the citizenry.  Having been elected with a smallest margin of victory, his tenure was marked by many political and judicial battles as well as efforts to build coalitions of differing parties.  Governor Acevedo Vilá will share his reflections eading Puerto Rico during this challenging term as well as share insights regarding policy and social issues that will impact Puerto Rico's future.

Dr. Dharma E. Cortés, Senior Research Associate of the Institute will present findings from a qualitative study that examined the personal experiences and financial impact of the 2006 Massachusetts Health Care Reform law (Chapter 58 of the Acts of 2006) among low-income Latinos. This research project was funded by the Robert Wood Johnson Foundation. Findings provide important insights and recommendations for future implementation of a national health reform as it pertains to the enrollment of Latino patients and to the organizations, health care providers, and advocates that serve them.
